2009 Outlook: Over the Hill (decreased production)
Jeff Garcia still sees himself as a starter, but he won't play in the regular season unless JaMarcus Russell gets injured. Garcia hasn't been a full-time starter since 2003 despite significant success as a caretaker QB for Tampa and Philadelphia. There's no quarterback controversy brewing in Oakland, but Garcia could carve out some fantasy value if Russell gets nicked up somewhere down the road.
